Released the next version of the Scanmatik program - 2.21.3.

Changes:

- RP1210: slow or no Bluetooth connection in 2.21.2 (Cummins Insite and others)

- J2534: PCMFlash 71/53 modules did not work when selecting "alternative" GPT outputs (7-13) in 2.21.2

- ECAS6x2: calibration procedures clarified, configuration procedures for specific identifiers corrected

- ECAS6x2, ADM3, EBS3: connection via CAN 6-14 added for MAZ car

- KAMAZ MS6.1: added control of the rail in Variable / IM mode

- Android: menu selection worked incorrectly, ECAS6x2, ADM3, EBS3 connection selection and calibration functions are affected
